Activating a lively street scene and finding undiscovered uses are difficult in high traffic areas where the space and life between buildings have an uneasy relationship.

It is more difficult to draw comparisons between the Gold Coast and  a congestion charge in London and Copenhagen which have seen very successful implementations — whilst congestion zone schemes have given those city some breathing space its  implementation in a narrow linear city like the Gold Coast needs a deeper think.

If a congestion charge is to bring benefits to central Surfers Paradise, Broadbeach then selectively activating a congestion charge zone could be helpful. As an example, 1 weekend in 4 will see the Broadbeach zone ‘swtiched on’ and with planned timing can coincide with a major convention centre event/s; the beachside arts and craft market; music festivals in Broadbeach mall.
